HMP Kilmarnock is located 3 miles to the south-east of Kilmarnock. The prison is the first in Scotland to be built under the private finance initiative (PFI) and became operational on 25 March 1999. The prison is operated under a 25 year contract by Serco Home Affairs Division, on behalf of the Scottish Prison Service, and is in its 10th operating year.
It has 500 single cells with a contractual maximum capacity of 692 prisoners. With effect from 1 February 2003, 596 prisoner places have been available at HMP Kilmarnock.
The prison is a closed mainstream high security establishment, which operates a similar regime to that available elsewhere, including Shotts, Glenochil and Perth. It accommodates male adult prisoners – remands, short-term and long-term - and male young offender remands. It does not have a national Top End facility but prisoners are able to apply through the normal procedures and gain the same access to national Top Ends and open prisons as from other mainstream establishments.
As with all Scottish Prisons, HM Prison Kilmarnock is subject to the Prisons and Young Offenders Institutions (Scotland) Rules 2006, as amended, and prisoners have the same rights at Kilmarnock as they would have in any other Scottish Prison. Although Kilmarnock Prison is operated by Serco, it is part of the SPS estate and prisoners remain under the same care agenda as that of the Scottish Prison Service. |
